HISTORY
The San Mateo Consolidated (SMC) Fire Department officially commenced operations on January 13, 2019. The department was formed by the establishment of a Joint Powers Authority (JPA) and represents the merger of fire departments in San Mateo, Foster City, and Belmont. At that time, it was the first JPA to commence operations in the State of California in nearly a decade.

SMC Fire has over 260 years of combined history providing emergency services in the three communities. The new department is staffed by 154 personnel that provide emergency services utilizing 10 engine companies and two ladder trucks from the existing nine fire stations. The consolidation allows SMC Fire to continue providing comprehensive emergency response services to all three cities in a more cost-effective way, while maintaining the high level of service the communities rely upon.
The efforts to explore this collaboration began in 2010 when Foster City and San Mateo agreed to share duties of then Fire Chief Dan Belville. Over the next two years, the two cities expanded their partnership to include other key Command Staff positions. In 2013, under the leadership of Fire Chief Mike Keefe, the City of Belmont/Belmont Fire Protection District joined the partnership. At that time, the three cities agreed to share, jointly staff, and relocate the Foster City Ladder Truck to a centralized location that better served the three communities. In 2015, newly appointed Fire Chief John Healy was directed by the three City Managers to study the viability of completing the merger of all fire protection services. The goal was to continue to provide the same high-quality emergency services in a more sustainable model. Staff from the cities and fire departments explored available options and determined a JPA was the most viable option.
The JPA was officially established on November 22, 2017, and on January 13, 2019, SMC Fire commenced operations as an independent fire department.

Personal Protective Equipment (PPE)
The San Mateo Consolidated Fire Department (the Department) is seeking individual quotes for various personal protective equipment (PPE). On May 15, 2020, the Department submitted for the Fiscal Year 2020 the AFG-S grant application on behalf of all 12 fire departments in San Mateo County. The purpose of the grant is to provide funds for the purchase of Personal Protective Equipment (PPE) and related supplies, including reimbursements, to prevent, prepare for, and respond to coronavirus. Each fire agency recognized the need for acquiring new PPE in response to COVID-19 and future pandemic responses within their respective agencies. The grant application includes a letter of commitment signed by each department as “Participating Partner Agencies” as well as San Mateo Consolidated Fire, who is designated as the “Host Applicant”. On July 17, 2020, staff was notified that the funding request was approved.

To be considered for award of contract, the bidder must meet the following minimum qualifications: (1) must be organized for the purpose of providing individual quotes, which include shipping fees to Foster City (or a designated warehouse in San Mateo County) and appropriate sales tax; (2) include a statement of costs associated with the Bid materials, itemize the product, shipping, and tax; and (3) include expected date of delivery. Experience with government and municipalities are preferred. GSA vendors highly desired.

Comprehensive Fee Study
The San Mateo Consolidated Fire Department (the Department) is seeking a qualified consultant (or team of consultants) to assist staff with a comprehensive review and revision of the Department’s fees, including development-related fees and in-lieu fees, as well as any user fees associated with our services. This should include recommendations for the revision, elimination, and/or implementation of processing fees, where appropriate. Fees related to fire prevention activities should strive to match the California Fire and Building Code permit requirements, and should include plan review, and inspections for different project types, as well as provide “catch all” fees for consultations, or other hourly work. All fees should be set at a level to provide for full cost recovery for the service(s) provided. The successful bidder will work with Department staff in obtaining details about the Department’s fees related to cost recovery and proposed changes or additions to those fees.

The San Mateo Consolidated Fire Department’s light duty vehicle fleet requires general and preventive maintenance and routine repair services on vehicles and equipment including but not limited to brakes, tires, suspension, heat/air conditioning systems, electrical systems, engine etc. The work shall be performed under the technical supervision of the Department and shall be performed and scheduled as requested by the Department. By employing appropriate resources, the Contractor is anticipated to complete all requested work within the agreed upon timeframe.
The Contractor shall provide all labor, materials, tools, instrumentation, travel and equipment to satisfactorily complete the services. The Department reserves the right to increase or reduce service needs based on operational needs or restrictions. Nothing in this specification shall be interpreted as relieving the Contractor of the responsibility of meeting all applicable federal, state and local codes and regulations.

Data and Voice over Internet Protocol
The San Mateo Consolidated Fire Department (SMCFD) plans to implement new data and Voice over IP (VoIP) services for the new Department. SMCF is requesting proposals from qualified vendors to provide a managed data network, internet connectivity, and hosted Voice over Internet Protocol (VoIP) Telephone, Voicemail, and Unified Messaging System. These systems will be a new installation as all existing network connections and phone systems will be replaced with the proposed technology.
